根据省委省政府改革部署,原江西省水利科学研究院(成立于1954年)、原江西省水土保持科学研究院(成立于1956年)合并,成立江西省水利科学院,并于2020年12月27日正式挂牌。江西省水利科学院隶属于江西省水利厅,是集水利水电与水土保持科学研究、技术服务和成果推广为一体的公益性省级科研机构。江西省水资源管理中心、江西省大坝安全管理中心为院同设机构。
单位职能:主要承担重大水问题的科学研究、水利水电与水土保持研究和技术服务,水利相关政策、技术规范和标准的研究与评估,水利前期规划和立项论证、技术方案及行业技术管理等支撑服务,开展水利科技成果转化推广及科普教育等。
核定内设机构13个:综合办公室、科研技术科、科技服务科、财务审计科、科研基地管理科、水利规划与发展研究所、水资源与水生态环境研究所、水工程安全研究所、建材与岩土研究所、智慧水利研究所、农村水利研究所、水土保持研究所、水旱灾害防御研究所。
全院现有职工387人,其中专业技术人员343人。硕士及以上学历275人,占总人数的71%,其中博士研究生49人、硕士研究生226人;正高38人、副高139人、工程师127人。享受国务院特殊津贴2人、省政府特殊津贴1人、全国创新争先奖1人、中国科协青年人才托举工程人选1人、省“双千计划”人选2人、省“百千万人才工程”人选9人、省“双高工程”人选2人、“赣鄱俊才”高层次高技能领军人才培养项目人选3人、省主要学科学术和技术带头人培养项目2人、“赣鄱俊才”支持计划主要学科学术和技术带头人培养项目4人、省“赣鄱英才计划”青年项目1人、省技术能手2人、省青年岗位能手2人。
我院拥有鄱阳湖模型试验研究基地(位于共青城市,占地500亩)、江西水土保持生态科技园(位于德安县,占地1200亩)、农村水利科研示范基地(位于南丰县,占地580亩)三个大型科研基地。拥有水利部鄱阳湖水资源水生态环境研究中心、水旱灾害防御江西省重点实验室、流域水土保持江西省重点实验室、江西省水工安全工程技术研究中心、博士后科研工作站、鄱阳湖流域生态水利技术创新中心等六个科研平台。拥有水土保持和水资源保护与利用省级优势科技创新团队。
“十四五”以来,我院累计获批立项科研项目445项,在国家重点研发项目、国家自然科学基金项目、江西省“揭榜挂帅”重大科技专项、国家科技奖后备培育计划项目、江西省重点研发项目、水利部行业科研专项等国家级、省部级科研项目上实现量质双高。累计获得国家级、省部级、地厅级等各级各类科技奖励96项(含工程奖16项),其中,获得省科技进步奖一等奖3项、二等奖6项、三等奖4项,大禹水利科学技术奖二等奖1项、三等奖1项,中国水土保持学会优秀设计奖一等奖2项、二等奖2项、科学技术奖三等奖3项,长江科学技术奖二等奖9项、科普奖1项,赣鄱水利科技奖29项。发表期刊论文612篇(其中SCI 160篇、EI 28篇、中文核心127篇);获国家发明专利182项、实用新型专利138项、外观设计专利36项;出版物35部;制定修订标准规范53项。
我院拥有工程咨询、水库大坝安全评价、水闸安全评价、病险水库除险加固蓄水安全鉴定、岩土工程类检测、混凝土工程类检测、量测类检测、金属结构类检测、机械电气类检测、水资源论证、水文水资源调查评价等10余项甲级资质;水利全行业设计、土地规划、土地整治工程规划设计等3项乙级资质。生产建设项目水土保持方案编制单位水平评价(五星级),生产建设项目水土保持监测单位水平评价(五星级);水利工程质量检测信用评价(AAA级),水文、水资源调查评价信用评价(AAA+级),水资源论证信用评价(AAA+级),国土整治与修复工程规划设计机构信用评价(AAA级),土地规划机构信用评价(AAA级)。通过了ISO14001质量管理体系、环境管理体系和职业健康管理体系认证。在水旱灾害防御、水利工程规划设计、物理模型试验、工程质量与建材检测、水工程安全监测与评价、水资源综合调控与管理、水生态环境保护与综合治理、农村水利、智慧水利、水土流失防治、土地整治规划设计等方面为行业及社会提供技术服务,得到各方的充分肯定。

In accordance with the reform directives of the Provincial Party Committee and Provincial Government, the former Jiangxi Provincial Institute of Water Science (established in 1954) and the former Jiangxi Institute of Soil and Water Conservation (established in 1956) were merged to form the Jiangxi Academy of Water Science and Engineering (JAWSE), which was officially inaugurated on December 27, 2020. The JAWSE is affiliated with the Jiangxi Provincial Department of Water Resources and functions as a public, provincial-level research institution integrating scientific research, technical services, and the promotion of results in water conservancy, hydropower, and soil and water conservation. The Jiangxi Provincial Water Resources Management Center and the Jiangxi Provincial Dam Safety Management Center are co-located institutions within the JAWSE.
Institutional Functions:
The JAWSE primarily undertakes scientific research on major water-related issues, research and technical services in water conservancy, hydropower, and soil and water conservation, as well as research and assessment of water-related policies, technical standards, and norms. It provides support services for preliminary water projects, feasibility studies, technical planning, and industry technical management. The JAWSE also promotes the transformation and application of water science and technology achievements and conducts science popularization activities.
The JAWSE comprises 13 authorized internal departments: General Office, Scientific Research and Technology Section, Science and Technology Service Section, Finance and Audit Section, Research Base Management Section, Institute of Water Planning and Development, Institute of Water Resources and Eco-environment, Institute of Hydraulic Engineering Safety, Institute of Building Materials and Geotechnical Engineering, Institute of Smart Water Conservancy, Institute of Rural Water Conservancy, Institute of Soil and Water Conservation, and Institute of Flood and Drought Disaster Prevention.
The JAWSE currently employs 387 staff members, including 343 professional and technical personnel. Among them, 275 hold a master’s degree or above, accounting for 71% of the total staff, including 49 doctoral researchers and 226 master’s degree holders. The academic ranks include 38 senior researchers, 139 associate researchers, and 127 engineers. The JAWSE has personnel who have received special allowances from the State Council (2), the Provincial Government (1), the National Innovation and Entrepreneurship Award (1), China Association for Science and Technology Youth Talent Program (1), provincial “Double Thousand Plan” (2), provincial “Hundreds, Thousands and Ten Thousands Talent Project” (9), provincial “Double High Project” (2), “Ganpo Outstanding Talent” high-level leadership program (3), provincial key discipline academic and technical leaders (2), “Ganpo Outstanding Talent” support program key discipline leaders (4), provincial “Ganpo Young Talent Program” (1), provincial Technical Experts (2), and provincial Youth Post Experts (2).
The JAWSE operates three large research bases: Poyang Lake Model Experiment Research Base (located in Gongqingcheng, covering 82 acres), Jiangxi Soil and Water Conservation Ecological Science and Technology Park (located in De’an, covering 198 acres), and Rural Water Conservancy Research and Demonstration Base (located in Nanfeng, covering 96 acres). It also hosts six major research platforms: the Ministry of Water Resources Poyang Lake Water Resources and Eco-environment Research Center, Jiangxi Key Laboratory of Flood and Drought Disaster Prevention, Jiangxi Key Laboratory of Watershed Soil and Water Conservation, Jiangxi Water Safety Engineering Technology Research Center, a Postdoctoral Research Station, and the Jiangxi Poyang Lake Basin Eco-Water Conservancy Technology Innovation Center. The JAWSE maintains provincial-level leading technology teams in soil and water conservation, as well as water resources protection and utilization.
Since the 14th Five-Year Plan, the JAWSE has undertaken 445 approved research projects, achieving both quantitative and qualitative growth in national and provincial-level projects, including National Key R&D Programs, National Natural Science Foundation projects, Jiangxi Provincial “Competition-Driven” major science and technology projects, National Science and Technology Awards cultivation projects, and water industry research projects. The JAWSE has received 96 scientific and technological awards at national, provincial, and departmental levels (including 16 engineering awards), among which are 3 first prizes, 6 second prizes, and 4 third prizes of the Jiangxi Provincial Science and Technology Progress Award; 1 second prize and 1 third prize of the Dayu Water Science and Technology Award; 2 first prizes and 2 second prizes of the China Soil and Water Conservation Society Excellent Design Award; 3 third prizes of the Science and Technology Award; 9 second prizes of the Yangtze River Science and Technology Award; 1 Popular Science Award; and 29 Ganpo Water Conservancy Science and Technology Awards. The JAWSE has published 612 journal papers (160 in SCI, 28 in EI, 127 in core Chinese journals), obtained 182 national invention patents, 138 utility model patents, 36 design patents, and published 35 monographs. The JAWSE has also drafted or revised 53 standards and technical specifications.
The JAWSE holds more than 10 Grade-A qualifications, including engineering consulting, reservoir dam safety assessment, sluice gate safety evaluation, high-risk reservoir reinforcement and water storage safety appraisal, geotechnical engineering testing, concrete engineering testing, measurement testing, metal structure testing, mechanical and electrical testing, water resource assessment, and hydrological survey evaluation; and 3 Grade-B qualifications in water conservancy design, land planning, and land consolidation engineering planning and design. It has received a five-star rating in soil and water conservation planning and monitoring for construction projects, AAA or AAA+ credit ratings for various water conservancy quality evaluations, and ISO14001 certification for quality, environmental, and occupational health management systems. The JAWSE provides technical services in flood and drought disaster prevention, water conservancy project planning and design, physical model experiments, construction material and engineering quality testing, hydraulic safety monitoring and assessment, comprehensive water resources management, water ecological protection and governance, rural water conservancy, smart water conservancy, soil erosion control, and land consolidation planning, widely recognized by the industry and society.
The JAWSE has always adhered to party leadership in development, driven by “science and technology innovation, support services, talent cultivation, and management reform,” and fosters a culture of innovation rooted in its historical legacy. This culture serves as a spiritual beacon for reform, innovation, and excellence. The JAWSE has been honored with numerous awards, including the 6th National Civilized Unit, National Advanced Collective in the Water Conservancy System, National Water Conservancy Civilization Unit, National Worker Pioneer, National Flood Control Advanced Unit, National Youth Civilization Unit, National Water Conservancy Science and Technology Advanced Collective, National “Women’s Civilization Post,” National Soil and Water Conservation Advanced Collective, National Water Situation Education Base, and National Science Popularization Education Base. Many staff members have received individual recognitions at various levels.
Upholding the scientific spirit of “rigor, truth-seeking, efficiency, and innovation,” the JAWSE focuses on the green development of Jiangxi and the protection of Poyang Lake. It operates with a mission of “research-based Academy, talent-driven Academy, service-oriented Academy,” guided by the “four-facing” strategy for scientific innovation. The JAWSE aims to be a leader in eco-hydraulic technology for the Poyang Lake Basin and a pioneer in soil and water conservation in southern China, and has developed into a top provincial water science institution, moving toward the goal of becoming a “domestically leading modern water science academy with regional and disciplinary characteristics.”
At this new stage of development, as the province’s center and hub for water science and technology innovation, the JAWSE will continue to provide precise scientific and technological services to all sectors of society with rigorous attitude, practical approach, efficient action, and advanced technical expertise.
